A Mercer county road needs paving but there's a dispute over who would be responsible to pay for it.
West Bank road had been designated as State Route 703, but the state abandoned the road in October of 1978.
The road is part way in Celina and also part of the county.
It's a jurisdictional debate that involves the City of Celina, Mercer County, Jefferson Township, the Ohio Department of Transportation and the Ohio Department of Natural Resources.
Mercer county engineer James Wiechart says it's the most unusual and complex jurisdictional issue he's ever encountered in 20 years.
The City of Celina has been plowing the road in the winter time and had patched and filled potholes in the summer.
