The state budget takes effect Monday, the first day of the new fiscal year. On Sunday Governor Kasich signed the two-year budget during a ceremony at the state house. The legislature presented Kasich with a budget that did not include medicaid expansion. But the governor has managed to keep medicaid talks alive by vetoing any language that prevents medicaid expansion from being discussed or passed in the future. Many health providers say the expansion would take away the burden of having to cover people who don't have health benefits.
Legislative talks on how to expand and reform medicaid will continue through the summer and could be acted on in September.
