The first 9-1-1 call was made in 1968, and the enhanced 9-1-1 system was developed in 1970. Before then, people had a different number for each emergency service. Green says that 9-1-1 was chosen because it was not being used and was an easy number to teach people. It has allowed people to get help at the touch of a button.  The communication officers at the other end are well trained and able to handle stressful situations, such as the calls that came in on September 11th.

Green says the Lima Police Department has twelve communication officers covering three shifts.
