The two men touched on numerous issues like body cameras, crime, and economic development. One topic that has been in the news lately is landlord registration. Berger and his administration sent a proposal to city council to decide on that would charge landlords a fee to be registered and a fee to inspect each rental property. Cheney says he opposes the measure, and the fact that renters that are not getting government assistance would be subject to the inspections.

"The proposed legislation that was brought to city council, would mandate that the city, once a year, could come into your residence, go through each and every one of your rooms. That’s your home. I seriously question whether that is not a violation of the 4th amendment, but certainly a violation of your personal space," said Keith Cheney.

"Interestingly though, Mr. Cheney is now quote adamantly opposed, the fact is that in the spring, he supported it. Because that was before we emerged with a proposal on this and ours is a proposal, that suggest a method for how to attack the issue and council now is in the position in having to make a decision about actually every single element of it," said David Berger. 

In their closing statement, both men focusing on what their opponent has not done for the city.

"During his 28 years in office here is what has happened. We have lost population, home ownership has declined, (home) values have declined, renters now pay $147 more per month in rent.  A third of our individuals are living below the poverty level. I will serve you and make Lima a better city for all," said Keith Cheney.

"When we had a governor that threatened to close the Lima Correctional Institution, who was a Republican because he was retaliating against a Republican legislature. You should have been on the front lines of the task force to save that prison," said David Berger.

“I was,” commented Cheney.

"When we've had the kind of economic threats do to the legislature cuts to our budgets at local governments. You should have been calling the legislature in order get them to stop doing that and attacking the resource base of our community," finished Berger.

Voters will decide who will be mayor on November 7th.
