The man who stole money and a car from a Putnam County woman, at gunpoint over the weekend, turned himself in at the Lucas County Sheriff's Office. The Putnam County Sheriff says that James Phillips turned himself in just before noon Tuesday(11/5/19). Phillips was identified as the person who used a gun to force a woman at the Columbus Grove Dollar General to drive him towards Ottawa, Saturday night. The woman convinced Phillips to let her go, and he stole her money and her car. Phillips was booked in the Lucas County jail and he will be brought back to Putnam County. No charges have been announced against Phillips yet.
