Level 2 snow emergencies are hazardous roadways that could be very icy and slippery, and only those who feel it is necessary to drive should be on the roads. Level 3 is when all roadways are closed to non-emergency personnel, and no one should be driving unless it is an emergency. The sheriff would like to remind motorists to slow down when roads get bad.
