Allen County commissioners approved a memorandum of understanding with the manufacturer of Abrams tanks and Stryker vehicles in case certain incidents arise at the plant. Allen County Homeland Security has been running drills with the Joint Systems Manufacturing Center for years, but this is the first time the two have put some sort of agreement on paper.
