The topic of smoking and vaping at Lima city parks and outdoor recreational facilities was heavily discussed Monday evening before the Lima City Council regular meeting later Monday night.

You would think all these sub-zero temperatures would have frozen area ponds solid but think again. Lima park rangers say that there are areas of non-frozen water and where it looks frozen may not be thick enough to be safe.
