Many families with kids aged 0 to 5 attended a community developmental screening Tuesday evening. The Allen County Board of Developmental Disabilities hosted the free and public screening at Marimor School to help provide parents an assessment on their child's gross and fine motor skills, hearing, vision, speech as well as regular growth, dental, behavioral needs, and possible autism indicators.

The Lima Finance Committee is breaking down the city’s 2023 proposed budget line by line.  Tuesday night, they started their first of three days of budget hearings.   The Mayor’s Office, Utilities, and Lima Municipal Court were just some of the departments on deck for the first night of hearings.  The city is looking good financially heading into the 2023 budget.  They have a carryover of $14 million, which is around 35% of the $45 million estimated budget for this year.

A man who was deemed incompetent but is restorable to stand trial back in August of 2019 was back in the Allen County Common Pleas Court on Monday for another competency hearing. Judge Jeffrey Reed deemed Robert Miller, who threatened to blow up the Pandora-Gilboa School in May of 2019, now competent to stand trial following a November 15th report from doctors from the Forensic Psychiatric Center of Western Ohio that states Miller has been restored.

29-year-old Markeisha Blackman appeared for a preliminary hearing in Lima Municipal Court. The Lima Police Department says that on November 22nd, a fire was intentionally set at 125 West O'Connor with four individuals inside. Those individuals were able to get out of the house when the fire started. Blackman declined to sign a waiver for the hearing, which led the prosecution to call Lima Police Detective Steven Stechschulte.

A Lima woman arrested for allegedly trying to burn down a house with people inside, has her first court hearing on the charge.   29-year-old Markiesha Blackman is facing the charge of aggravated arson, a felony of the first degree.   If her case gets bound over to Allen County Common Pleas Court and she is convicted of one count of aggravated arson, Blackman could face between 3 and 16 years in prison.   Judge Tammie Hursh set Blackman's bond at $350,000.   According to the Lima Police Department,  on Tuesday November 22nd a fire was intentionally set at 125 west O'Connor.  Four individuals were inside and were able to get out of the home when the fire started.  After doing interviews, police arrested Blackman.  The case is still under investigation.  Blackman will have her preliminary hearing on December 1st.

Contempt of court hearings have continued in Allen County Common Pleas Court with more residents explaining to judges the reasons that they did not show up for their jury summons. A common explanation that has appeared in court has been a lack of updated registration when it comes to a person's address. The court takes the addresses that have been submitted to the Allen County Board of Elections when sending out a summons, but sometimes the latest information on an individual's registration remains outdated.

October 12th starts the budget hearings with each elected official and department head. Commissioners meet with each of them to go over the request they have submitted for operations in 2023. The budget commission has estimated that the revenue coming in may be a little less than in 2022 and commissioners want to be prepared.
