SPENCERVILLE, OH (WLIO) - The village of Spencerville’s mayor has resigned following his arrest earlier this week for allegedly taping teenage girls while they were undressing. Phillip Briggs submitted his resignation after village council requested it due to the charges alleged against the former mayor. The resignation was effective Thursday, February 2nd. Council President Darrell Pugin will assume the duties of mayor for the village and will be sworn-in on February 6th. Briggs was charged with one count of pandering obscenity involving a minor after an investigation by the Spencerville Police Department and the Allen County Sheriff's Office. The former mayor admitted to detectives that he put a camera in a bathroom and stored the images on his laptop. Bond was set at $200,000 and he still is the Allen County Jail.
