The system is often tested to make sure that in case of a crisis across the country. They can send an alert to all cell phones and TVs to alert residents of incoming dangers, such as a terrorist attack or severe weather. If your phone did not receive the alert, there are a couple of reasons why.

"If you don't receive the alert, that means there is probably an issue with your phone in your settings. It can be turned off to receive those government alerts, or as they test the system, there may be a carrier issue to where the carrier that they utilize to issue the alert may have an issue on their end that needs to be addressed. That's why we do these exercises, and the reason we test these alert notification systems," explained Tom Berger, director of the Allen County EMA.
